It's worth having a look at some of the other photo essays if you haven't yet. The one on the London youts is quite good...talk about inadvertent consequences of the welfare state (and deindustrialization, for that matter)!
They are good. The point about the counterfactual is that if something is a consequence of x, in the absence of x, typically, it wouldn't have happened, and I'm really not convinced there wouldn't be poor people without the welfare state.
