For the record, a recent seminar on getting published in Nuffield (Pol Sci dominated) advised better one good article (APSR or in our case PPA/Ethics) than many mediocre ones.
Also, aim high. As they said, not much lost by submitting to a top journal and getting knocked back - except if you're trying to publish before completing your PhD (in which case, time is a real factor I guess)
I'd be the first to refute the suggestion that you don't do anything useful. Then again, the case in your defence has been growing weaker in recent days. If you're up, I'm thirsty. And that kettle won't boil itself.
